comes online only at 2 Gbps, no enforcement is needed. Specify an ingress
rate in Mbps. Supported values for ratelimit are: 200, 400, 600, 800, 1000,
1500, 2000, 2500, 3000, 3500, 4000, 5000, 6000, 7000, and 8000.
