alarm and arbiter configurations.

ON The alarm reporting function for the primary power
supply is activated.
OFF The alarm reporting function for the primary power
supply is deactivated.

ON The alarm reporting function for the port x connection is
activated.
OFF The alarm reporting function for the port x connection is
