9.3.3.3.2 GARP Timer

Size of the "leave", "join", "leave" and "leaveall" values
The value for "leave" must be three times the value for "join" (leave >= join x 3).
The value for "leaveall" must be greater than the value for "leave" (leaveall >
leave).
