Local data controllers (LDC) must anyway foresee to support EPS for protection of data ports mapped
over SDH/Sonet via Multi Service adaptations.
The message interface is fully redundant, that is all HW is duplicated.
In the following paragraph the First Level Controller, the Second Level Controller and the Local Data
Controller will be explained more in details.

3.5.1 First Level Controller

The following functions are provided by the equipment controller:
HW resources and SW functions required for the communication between the NE and the
managing system (OS/CT). This functionality encompasses the implementation of External
LAN interfaces and DCC/GCC/OSC interfaces as well as the implementation of the
communication stacks needed to communicate with different CT/OS (usually ISO/OSI and
TCP/IP).
All the agents (Q3,TL1, SNMP....) that are requested for the management of the network
elements.
(G)MPLS Functionality for automatically switched optical networks. (G)MPLS is considered as
part of both control plane and management plane and has the same role as a management
agent.
All the SW functions related to the control and management activities of the "virtual" machine
that shields to the agents and applications all peculiarity of the underlying system.
The virtual machine SW function must be able to allow the management of SDH, WDM and
Data functionality in an integrated way.
The functions that are allocated to the virtual machine SW are management agents including
event reporting and logging, equipment database management, SW downloading and
management, performance monitoring management, alarm management.
Management of the network element database, resident on an Hard Disk
Redundancy of the Hard Disk, supported both by dedicated HW and SW
Redundancy of the controller itself, supported both by dedicated HW and SW
Management of Housekeeping I/O, Remote Alarms and Rack Lamps via dedicated HW and
SW.
