Retry loop init.

Start loop after gaining sync.

Restart loop after port reset.

LIP when a loop hangs.

Restart loop if LIP received when sending out ARB(F0).

LIP when an OPN returns.
8007
Restart loop when LIPs received in OLD_PORT AC state.
8008
Restart loop if loop not empty but E_Port loopback.
