Check that the antenna is pointed correctly ("peaked").
Check if the NC transmit gain factor is configured greater than its
actual value.

Check if the Satellite uplink G/T is configured greater that its
actual value.
Check if the Satellite transfer gain is configured greater than its
actual value.
Check if the NC transmit gain factor is configured smaller than its
actual value.
Check if the NC Terminal G/T is configured smaller than its
actual value.
Check if the Satellite uplink G/T is configured smaller than its
actual value.
Check if the Satellite transfer gain is configured smaller than its
actual value.

Corrective Action
Increase the satellite BW segment BW or
decrease the RFOW spread factor.
