The uprange_kiscope routine sets one channel of the scope vertical voltage range
to the next higher value. This routine is used, along with downrange_kiscope, to
provide a software-based auto-range capability. If the scope channel is already at
the highest range, then no change will be made. This routine is dependent on the
channel impedance. Refer to Tables 11-34, 11-35, and
