Base Device ID in Small Common Transport System (RapidIO Device ID)
Valid only if PEFCAR[CTLS] is cleared. If the RapidIO controller is configured as a host,
BDID = 0x00. If the RapidIO controller is configured as an agent, BDID = 0xFF.
Large Base Device ID in Large Common Transport System
Valid only if PEFCAR[CTLS] is set. If the RapidIO controller is configured as a host, LBDID
= 0x0000. If the RapidIO controller is configured as an agent, LBDID = 0xFFFF.
