The total optical transmit power at the OA(VOA) has either exceeded
the high threshold or has dropped below the low threshold.
Ensure the following:
Make sure there are no standing alarms that can attribute to the
TCA(s), for example, if there is an OCHAN TCA make sure that the
corresponding upstream add OT is not in alarm.
All TCAs have a default threshold value that was carefully chosen.
With the exception of OPR and OPT, all TCAs can be
user-provisioned.
If the TCA is occurring on more than one node associated with the
same channel/wavelength, start the following trouble-clearing process
at the first upstream node that is reporting the TCA. Fixing this node
first may very well clear the TCA at the other downstream nodes.

Important! It can take as much as 10 minutes for a TCA to activate
or clear.

4 Before taking the recommended action, check the sensitivity of the
current user-provisioned thresholds that can cause inadvertent
activation of TCAs, and, may only require adjusting the current
threshold value.
