When both fibers between two adjacent NEs are cut simultaneously,
the two NEs react identically because both NEs detect a loss of
Supervisory signal and loss of DWDM signal. Each NE detects the
loss of the supervisory channel and initiates the APR procedure to
lower the copropagating and counterpropagating Raman power
associated with the two fibers.
