Jitter Buffer Mode
Set the mode of the Jitter Buffer.
1 = Size set to the fixed amount for
the codec.
2 = The minimum/maximum range for
the codec is used.
3 = The minimum/maximum range for

any time, regardless of silence.

not valid for IPLB. If this value is
