Flash is a programmable opening on a line for signaling. When using an
outside line, flash lets a user obtain a new dial tone without losing the
line. This is particularly useful behind a PBX or Centrex. Each CO line can
be programmed for a flash time. By default, the Flash Timer is set for 10
(1.0 seconds) and is variable from 01-20 (100 ms to 2 seconds).
