Conference access is set in the system configuration by the flag
ALLOW_ENCRYPT_IN_PARTY_LEVEL as follows:

therefore only encrypted
participants can join the

Encrypted Entry Queue Access
To be able to join a conference from an Entry Queue as an encrypted
participant, encryption must be enabled in the Profile assigned to the
Entry Queue. All non-encrypted participants connecting to an encrypted
Entry Queue are disconnected from the MCU.
Encrypted participants can be moved from an encrypted Entry Queue to
the destination conference depending on the destination conference
settings and the setting of the flag in the system configuration.
