proc-name DEV: device-name Cannot create SHADOW file 
Error file-err on file-name
proc-name
is the process name of the FASTPTCP process.
device-name
is the Spooler device name.
file-err
is the file-system error. See the Guardian Procedure Errors and Messages Manual
for explanations of file-system errors.
file-name
is the shadow trace file name.
Cause. The specified shadow trace file cannot be created.
Effect. Shadow tracing is not performed.
Recovery. Purge the shadow trace file and ensure that Safeguard permits access to
the shadow file.
