"43R" setting by each BAY unit

The control right can be set for each BAY unit in the substation. How to set the 43R control right is shown
below. When 43R set to Local, only equipment of BAY that belongs 43R set to Local can be controlled from
the HMI. And, when 43R set to Remote, only equipment of BAY that belongs 43R set to Remote can be
controlled from the RCC.

If 43RCC is not set, S43R is displayed left-justified.

changed to SCMS.
