NOTES:
1)
If less than 5 events are retrieved, the remaining positions are padded with zeros.
2)
If there are no new events, the response is RNE*.
3)
A Global Config Change is defined as any time a command is successfully executed.
4)
A query does not set the status change flag. The status change flag is cleared after being read. No other events
toggle a status change.
