Configures the modem for the self-monitoring Local Modem AUPC mode and
for local TX power control (self-monitoring) due to severe rain fade.
Notes:

The self-monitoring Local Modem AUPC mode is not used when the
ASYNC/AUPC is selected as the Modem Type.
