Is there +24 V across P167-1 <=>

Check the fan rotation signal to the

Is there +3.3 V between P/J165-18 <=>

Check the fan rotation signal at the

Is there +3.3 V between P/J61-4 <=>

One of fans has failed resulting in a fatal error.
