Set up an MP-IBGP adjacency between the PEs and enable OSPF between the PE and CEs.
Create VPN instances on the PEs and bind the instances to the interfaces connected to the
CEs.
Create an OSPF sham link between the PEs.
Adjust the cost value of the backdoor link of the VPN to be greater than that of the sham
link.
