To operate SLPR#N, assign the command device. If HostB has a
command device for SLPR#N, the paircreate command is permitted.
However, the raidscan -p CL3-A command via HostA is unable to scan a

device. In this case, raidscan -p CL3-A command must be operated via
HostB.
