If the configuration file is downloaded from the server, any saved start-up configuration file on the
flash is ignored. If no configuration file is downloaded from the server, the start-up configuration
file on the flash is loaded as in normal reload.
6. When the FTOS image and the configuration file has been downloaded, the IP address is released.
7. When the boot image has been downloaded, the DHCP RELEASE is sent
