Explanation: When the indicated FL_Port attempted to open a loop device, the port open (OPN)
sequence was returned.

Event Data: Byte 0 = port number (00 through 23).
Byte 1 = arbitrated loop physical address (AL_PA) of the device transmitting the
OPN sequence.
