From the base 20xE1/28xDS1 capacity the IDU 20x is licensed in 'up-to'
increments:

'Up-to' means that an IDU 20x can be configured for any capacity less than or
equal to its maximum licensed capacity. For example, a 40xE1 license also
supports configuration of 5xE1, 10xE1, 20xE1, or 32xE1.
