1. Both units are in service. Unit 0 is active.
2. The user attempts a Warm SWACT from unit 0 to unit 1.
3. The SWACT controller in the CM polls PM diagnostic
history data in the CM and XPM state data in the XPM.
4. Polled data determines that the SWACT controller denies
a user's request for a Warm SWACT.
5. Override the SWACT controller.
6. Unit 0 drops activity. Unit 0 remains in service while post-
SWACT audits are run on unit 1.
7. Post-SWACT audits detect a problem in unit 1 that causes
a SWACT back to unit 0.
