The "API" process type has a data length of 4 bytes. Depending on the version of
the data set, the diagnostic data follows at byte offset 6 (version 1.0) or byte offset
10 (version 1.1).
The description of the diagnostic data in the subchapters, depending on the
"BlockType", begins back with byte offset 0.
