If more than one switch has high bias, or the bias for all connections is
the same, the switch that has the greatest capacity to add more active
MAPs is preferred. For example, if one switch has 50 active MAPs while
another switch has 60 active MAPs, and both switches are capable of
managing 80 active MAPs, the new MAP uses the switch that has only 50
active MAPs.
Bias applies only to WX switches that are indirectly attached to the MAP
through an intermediate Layer 2 or Layer 3 network.

MAP Boot Process
A MAP access point brings up the link on the MAP's port and attempts
the boot process outlined below. Prior to booting, a Distributed MAP
selects the WX that advertises a high bias. If bias of the reporting WX
switches is equal, the MAP selects the switch that has the highest
capacity to add additional active MAPs.
If you want the MAP to boot from a specific WX, you need to ensure that
only one WX can respond through the MAP's port with a high bias under
normal operation. If the boot process fails to locate any WX, the MAP
then attempts the boot process on the MAP's port 2.
The steps below describe the network behavior of a Distributed MAP
when booting. These steps do not apply to a directly connected MAP.
The boot process for a directly connected MAP occurs strictly between
the MAP and WX and makes no use of the network's DHCP or DNS
services.
1 MAP sends a DHCP Discover message from the MAP's port to the
broadcast address.
2 If a DHCP server is present on the subnet or through a router configured
to relay DHCP, the server replies with a unicast DHCP Offer message. The
Offer message must contain the following parameters:
IP address for the MAP
Domain name of the network
IP address of the network's DNS server
IP address of the subnet's default gateway
