User try to configure a ACL with non-numeric IP ACL ID.
Configure Standard IP ACL ID with numeric character from 1 to
99 and Extended IP ACL ID with numeric character from 100 to
199.

User try to creat a IP ACL Name, but it is failed.
To create IP ACL Name within 31 characters include alphabetic,
numeric, dash, dot or underscore characters only and start with
a letter.
