1. Setting the voltage spec.:

Parameters:
MODE: There are VALUE and PERCENT two modes for setting.
V_CENTER: The setting for input reference level.
V_HIGH: The parameter setting is voltage level when the MODE is set to VALUE and the
percentage range (0 to 100%) when the MODE is set to PERCENT.
V_LOW: The parameter setting is voltage level when the MODE is set to VALUE and the
percentage range (0 to 100%) when the MODE is set to PERCENT.
