classification entries used per FC are:
FCnc = 0 + 0 + 0 + 0 = 0
FCh1 = 1 + 1 + 1 + 1 = 4
Since this FC uses unicast, broadcast, multicast and unknown-unicast meter, four entries are
needed to identify these traffic types explicitly.
