Three levels of scheduling occur at the SAP egress:

At the queue level, the cir-level and pir-level determine the scheduling priority. The queue's pir-
weight determines the proportion of bandwidth given to the queue when multiple queues of the
SAP at the same level are vying for available SAP bandwidth.

The pir-level applies across all SAPs, that is, pir-level
"4" queues of all SAPs are scheduled before pir-level
