PISN with Regions

If a PISN is subdivided into several regions, each own regional prefix is determined
in the internal numbering plan of each PINX.
Subscribers who call a subscriber in a different region first dial the regional prefix
of the destination region, followed by the internal number of the subscriber they
want.
The numbering plan is organized independently of the PISN topology.

The purpose dividing into regions is that then the existing DDI numbers can con-
tinue to be used.
