Create/Edit Filter Rules
The router supports up to a maximum of 20 filter rule sets. Ensure that the Application Filers is enabled
before we can create filter rules.
When Add button is applied Filter Rule Configuration screen will appear.
Index skipping is used to reserve slots for new function insertion, when required.
