Note: This command should be issued whenever a new rule is added/deleted.

Sets/Gets the QoS typical system latency.
At low data rates of up to 1Mbps this value can range from 0 – 5 seconds.
At data rates above 1Mbps, the value range from 0 – 2 seconds.
