On the Rule Administration window, click New.
Result: The New Rule window appears.

In the Rule Name box, type a unique descriptive name for the rule you want
to create (maximum of 64 characters). Nortel Networks recommends that
you call this rule "delivery failure rule."

In the Priority drop-down list, select a DTH priority for the rule that will be
assigned to the transaction.
Note: The transactions assigned with the highest DTH priority are retrieved
from the database first. The highest priority is 1. The lowest priority is 5.
The default is 5. The transactions are retrieved from the database on the
basis of their DTH priority, and then by transaction number.

Check the Delivery Failure Rule box.

Click the Keyword Group tab, and then select a keyword group for the
delivery failure rule. (Keywords for a delivery failure rule can include
"undeliverable" or "Your message did not reach some or all of the intended
recipients.")
