Residual sway smaller than the value set in P301 is a condition for setting the "skew_removed"
status bit.
Measure of residual sway:
sqrt((psi_model · psi_model)+((psip_model/omega) · (psip_model/omega)))

Starting time for dynamic activation of the skew damping function
High values ensure a smoother rate of rise of the output values immediately after the function
is activated. No dynamic transition takes place when the function is deactivated; in this case,
the internal damping value changes abruptly to zero.
