FX3 allocation mode function

This function operates the buffer memory areas of the analog input module with the same layout as the buffer memory
addresses equivalent to FX3U-4AD.
Operation
In FX3 allocation mode, only allocation of buffer memory area is changed. The following buffer memory area is allocated the
same as FX3U-4AD.
