Detennine Highest Priority Pending VMEbus Interrupt

This function returns the level (1 to 7) of the highest priority VMEbus interrupt that is pending. Level
7 is the highest priority while Level 1 is the lowest. The calling program can select whether all VMEbus
interrupt levels are checked or just those currently enabled.
