Overwriting mode（SubIndex 5, Bit4=0） ：
0: Indicates the new message was read.
New Messages 1: Indicates the new message wasn't read.
Available Acknowledging mode（SubIndex 5,Bit4=1） ：
0: Indicates all messages are acknowledged.
1: Indicate that diagnosis message can be acknowledged.
Sets the flag which control the sending history of the diagnosis
message.
Bit0: Enable Emergency sending
0: No diagnosis sending (emergency) support (default)
1: With diagnosis sending (emergency) support
Bit1: Disable info messages
0: Permission for collecting Info messages (default)
1: Prohibition for collecting Info messages
Bit2: Disable warning messages
0: Warning message collection permission (default)
1: Warning message collection prohibition
Bit3: Disable error messages
0: Permission for collecting Error messages (default)
Flags
1: Prohibition for collecting Error messages
Bit4: Mode selection for diagnosis history handling
0: Overwriting mode
Keeps overwriting if the message isn't acknowledged.
1: Acknowledging mode
It won't be overwritten if the message isn't acknowledged.
If the history buffers (16pics) are full with unacknowledged
messages, new messages will be discarded.
Bit5: Overwrite/Discard Information
0: Indicates that unacknowledged message was overwritten.
(Buffer overrun)
1: The history buffer is filled with unacknowledged messages, and
new messages are discarded.
Bit6-15: Reserved
