INS (In-Service):
The target service card is operating normally.

OUS (Out-of-Service):
Programming data for the target service card is entered, but the
target service card is not assigned to the system.

FAULT:
The target service card is defective (hardware). In this case, the
LED indicator on the service card is lit.
