Returns the state of the AVERage function.

Description:
Sets the time delay interval used for time interval and totalize
measurements. The selection of a delay prevents the
measurement interval from being stopped prematurely by
spurious pulses.
If <value> is specified for the time delay interval, then this will
be rounded up or down to the nearest 16 microseconds.
Parameter:
MIN = 192E-6s
MAX = 1.04856s
DEF = MIN
