NOTE: For example, when BP1 is set to counting No. 8 (BP1=8), the
1st Time Block (TB1) assigned by CMD024 is applied to 1 to
8 counting No. after call start time. And also, when BP2 is set
to 16 (BP2=16), the 2nd Time Block (TB2) assigned by
CMD024 is applied to BP1=1 to 16, and 3rd Time Block
(TB3) is applied to counting No. exceeding BP2 + 1.
