Operator in numeric format (GSM Location Area Identification number which consists of a 3-digit country code
plus a 2- or 3-digit network code).

The AT^SPLR write command returns used entries from the SIM list of preferred operators
with <indexa> between <index1> and <index2>. If <index2> is not given, only entry at
<index1> is returned. The test command returns the whole index range supported by the
SIM.

The AT^SPLW write command writes an entry to the SIM list of preferred operators at
location number <index>.
If <index> is given but <oper> is left out, the entry is deleted. An operator can be only
once in the list. Test command returns the whole index range supported by the SIM.
