Description
The APS software was unable to open an X.25 virtual circuit. This error
can have several causes:

Problem with X.25 streams driver /dev/x25
n
X.25 network link problem
This problem can happen because of several reasons. The most common
reason is that the X.25 link may not be up and running. This error also
occurs if the APS platform is configured for more virtual circuits than is
allowed by the VPM.
Resolution
Check the following to resolve these errors.
1. Make sure the OCL network is up.
2. Make sure that the OCL version on the APS and the Sierra are the
same.
3. Check the network configuration parameters, especially those
that may have changed.
4. Make sure that the addresses of the APS workstation and the
Sierra are the same on both sides.
5. If the above steps do not solve the problem, escalate this alarm to
the next level of support.
