<state> sets the software controlled power-on/off state of
SYSTem:POWer
mainframe.
SYSTem:POWer?
returns a string representing the power state of the mainframe.

Software control state for mainframe power. 0 is OFF, 1 is ON.
The mainframe can be turned on with this command at any time, even when
mainframe power is already on. Once set ON with this command, a
SYSTem:POW OFF must be sent before the mainframe can actually turn off.
The mainframe will not turn off unless the main power switch is on STDBY
and the Diagnostic Connector power pin (pin 5) is unasserted (not grounded,
refer to "Using the Remote Power-On Pins" on page 25).
