Modulation is calculated in accordance with the ISO 15415 specification.
The Modulation grading is defined as follows.
A (4.0) if MOD ≥ 0.50
B (3.0) if MOD ≥ 0.40
C (2.0) if MOD ≥ 0.30
D (1.0) if MOD ≥ 0.20
F (0.0) if MOD < 0.20
When enabled, the Modulation is attached to the symbol output data as
a value.
