This register stores a signed value in a twos complement format. START_FE[3:0] the number of lines by which the start of the even fields
edge of the FIELD signal is shifted (for example, 0x0D corresponds to a shift of three lines toward the active video, 0x05 corresponds to a
shift of five lines away from the active video).

0x0 to 0x7 The edge of the FIELD signal corresponding to the start of the even field is shifted toward the active video.
0x8 to 0xF The trailing of the FIELD signal corresponding to the start of the even field is shifted away from the active video.
