This phase tests the I/O Address/Data bus.
Tests 1 through 16 -
walk a one through a field of 16 zeros in every memory
location of one page of memory.

Function:
These tests verify the operation of the I/O bus.
Procedure:
Write a one through a field of zeros in all locations of one page of SBD RAM.
Hardware Tested:
The I/O bus is tested.
Data Returned:
The data returned are the test count that failed, the address of the failure, and
the data pattern that failed. The test count is the bit that was written. The
address is represented as Oxc9???? or Oxd????
Notes:
Walk a one through a field of 8 zeros is the value written to the memory
locations.
