Administering enhanced local dialing

Phones automatically prepend a number from the incoming call log or from web pages with a digit
to dial an outside number. This feature is called enhanced local dialing (ELD). For example, if you
get a call from an international number and want to call back, the phone determines the number to
be called and prepends the number to get an outside line. The phone then dials the number.
