For users with Partition Operator privileges, [All] is grayed out and not
available. For partition filtering, only the partition under their management can
be selected.
By default, [All] is selected for users without Partition Operator privileges. For
users with Partition Operator privileges, [Specified] and the managed partitions
are selected by default.
