The DCC on the port indicated in the alarm message is not available. The
DCC, for which the alarm is reported, is configured for the Acknowledged
Information Transfer Service (AITS) of the LAPD protocol.

The remote end of the DCC link is either disabled or configured for the
Unacknowledged Information Transfer Service (UITS) of the LAPD protocol.
Make sure that both ends of the DCC link are
1. enabled, and
2. configured for the same operation mode of the LAPD protocol (AITS or
UITS).
